Experience Summary
Mr. Parsons has 15 years of direct experience in the execution and management of water resources and water rights investigations for state and municipal agencies, and the mining, recreation, agriculture, and water supply industries. Mr. Parsons specializes in small- and large-scale water resources planning and modeling and has been involved with projects throughout the Western Slope of Colorado and the South Platte River and Arkansas River basins. Mr. Parsons has been involved with other water resources investigations and planning in California, Wyoming, and Arizona. Mr. Parsons has also provided engineering and expert witness support in water court change cases and augmentation plans for numerous clients.
Mr. Parsons has a Bachelor of Science degree in Computer Science from the University of Virginia and a Master of Science degree in Civil Engineering and Hydrologic Science from Colorado State University.
Mr. Parsons is a Certified Expert Witness and a registered Professional Engineer in Colorado and California.
