Mr. Parsons has over 20 years of direct experience in the execution and management of water resources and water rights investigations for individuals, agricultural, industrial, recreational and environmental water users. Mr. Parsons has analyzed water holdings for diligence efforts; filed for new water rights and changes of water rights; developed water supply plans; and provided engineering and expert witness support in water court change cases and augmentation plans, including historical use analyses of water rights for numerous clients. Mr. Parsons specializes in small- and large-scale water resources planning and modeling, with a focus on yield investigations, injury analysis and analyzing various scenarios to provide information for decision makers. Mr. Parsons has been involved with water resources investigations and planning in Oregon, Colorado, California, Wyoming, Nebraska, New Mexico and Arizona.
Mr. Parsons is a Certified Water Right Examiner and Certified Expert Witness, registered as a Professional Engineer in Oregon, Washington, Colorado and California.
Mr. Parsons has a Bachelor of Science degree in Computer Science from the University of Virginia and a Master of Science degree in Civil Engineering and Hydrologic Science from Colorado State University.
